Preliminary Civil Engineering Design — Solar Facility Equipment Pad

Stay Ready NOLA Inc. is developing a utility-scale solar generating facility at 12221 Old Gentilly Road, New Orleans, Louisiana. We need civil design drawings for Phase 1 construction of a permanent, load-bearing equipment pad that will support oil-filled power transformers, MV switchgear enclosures, protection relay cabinets, and a control shelter for the solar facility.

The scope is limited to site clearing and grubbing, topsoil stripping, subgrade establishment, and placement and compaction of the initial structural fill lift — minimum 12 inches of engineered granular fill (crushed limestone or approved equivalent) placed and compacted within the staked pad boundary, plus rough-grading of the access road. No concrete. Full pad build-out to BFE + 3.0 ft is Phase 2 work, after geotechnical findings are in hand.

This Phase 1 scope accomplishes two objectives:

1. Establishing "physical work of a significant nature" under IRS Notice 2013-29 (Physical Work Test) prior to the statutory beginning-of-construction deadline.

2. Providing an accessible, stable working platform for the subsurface geotechnical investigation — Standard Penetration Test (SPT) borings and associated laboratory testing (soil classification, consolidation, and shear strength) — from which the project's licensed Louisiana PE will develop the Phase 2 stamped design covering structural fill sequencing, subgrade improvement requirements (if indicated), compaction specifications, and equipment foundation design.

Hi, we are looking for someone who is expert in Arc GIS to help us with some internal training for 2 or 3 members of our team, online training is fine, and we would record the session for future reference back.
We do a limited number of things in ArcGIS which creates the mapping for LVIAs as follows:
- we create Site Context Plans of the project site we are looking at and a defined radius for residential developments, from 10 to 4,000 homes. We include datasets of designations, from government and local council websites.
- we create topography plans for the same study area as above
- we create landscape character plans which uses downloadable datasets and sometimes we have to draw the data if it is not available for the same study area as above
- we create ZTVs and viewpoint location plans, using GPS points we have taken on site.

So its training for creating the mapping, creating the sheets, downloading and importing the data, importing OS mapping, Its not complicated stuff, and some of it is already templated. but it is about helping the team to be confident with using GIS and giving them a good grounding into GIS. So I think perhaps training split into a couple of hours each session, over a course of sessions is probably the best way to train.

We need good communicators who are experienced at training and explaining basics through to more complex ideas.

We need a senior Python data engineer who can own the math and the machinery: the calculations, the queries, the pipelines, and the analytical layer that turns raw data into the metrics and signals our products are built on.

This is not a "build a Jupyter notebook and email a chart" role. This is production data engineering with real analytical depth, running in containers, behind a real API, against real customer data.

The specific work:

One of our products is a real-time operational intelligence platform that ingests transactional and operational data from third-party point-of-sale and operational APIs. Ingestion runs through a Laravel (PHP 8) queue worker layer that lands raw data in MySQL / MariaDB. From there, a Python FastAPI analytics service computes a battery of business KPIs that operators rely on daily — cost ratios, peak-window detection, exception forensics (voids, discounts, removed items), staff performance grading on multiple dimensions, customer segmentation models (recency-frequency-monetary and variants), inventory variance, velocity scoring, revenue forecasting, and dozens of others. These calculations need to be mathematically correct, performant on large datasets, defensible to operators who challenge the numbers, and instrumented enough that we can debug a single row's contribution to an aggregate.

A second product is a geospatial market intelligence platform that ingests public and semi-public datasets — government permits, regulatory filings, demographic data, parcel and property records, environmental layers, infrastructure inventory — and computes correlations and market signals across them. The frontend renders these layers with deck.gl; the backend is the same Python service. This work involves real geospatial analytics: spatial joins, distance-decay models, kernel density estimation, demographic enrichment of point data, and statistical correlation between location-based features and operational outcomes from the first product.

You will own the Python and SQL layer that powers both. You will be expected to upgrade existing calculations, add new ones, optimize the slow ones, and identify cases where current logic is wrong or under-specified.

Our actual stack — the work happens here:

Python 3.11+ / FastAPI — the analytics service is FastAPI behind Uvicorn, served in Docker. Pydantic for contracts, SQLAlchemy / PyMySQL / aiomysql for DB access. Endpoints are typed and consumed by Next.js / TypeScript frontends, so the contract has to be tight.

MySQL 8 / MariaDB — primary OLTP and analytics store. Everything is MySQL dialect — window functions, CTEs, JSON functions, generated columns, partitioning. We do not run Postgres or PostGIS; spatial work happens in Python (Shapely, GeoPandas) and in MySQL spatial types where appropriate. If your reflex is "drop it in Postgres," that's fine for prototypes but not how we ship.

Multi-tier caching — Redis L1 + a MySQL analytics_cache L2 table. Calculation results are keyed, versioned, and busted on schema or formula changes. You'll own the invalidation discipline.

Laravel queue workers (PHP 8) for ingestion — you don't need to write Laravel, but you need to be literate enough to read a toast:sync-orders style command, understand what it lands in MySQL, and design Python calculations around the actual table shapes ingestion produces. Cross-language collaboration is part of the job.

Docker / Docker Compose for local dev. GitHub Actions → GHCR → VPS for deployment. Code change → docker compose build api && docker compose up -d → cache flush → verify. You ship through the container, not through SSH-and-edit.

pandas, NumPy, Polars, SciPy, statsmodels, scikit-learn, Prophet / statsforecast — depending on the calculation. We've already had to rip out hardcoded forecast fallbacks and replace them with walk-forward-backtest MAPE; we want someone who has opinions about when Prophet is appropriate and when it isn't.

Structured logging, tests, type hints, pre-commit — the code is reviewed, typed, and tested. We have tests on the math; we expect new math to come with tests.

What you'll own:

Production Python calculation modules — clean, tested, type-hinted, profiled. Modules that are imported and run inside the FastAPI service in production, not scripts that live on someone's laptop. Our pattern is an orchestrator that fans out to per-tab service.py + calculations.py modules with a shared MySQL aggregate layer; you will extend and refactor this.

Complex SQL on MySQL/MariaDB — heavy use of window functions, CTEs, conditional aggregation, JSON column extraction, and query optimization. You should be able to read EXPLAIN and EXPLAIN ANALYZE output on MySQL and know what to do — covering indexes, derived-table materialization, key lookups vs. scans, where the optimizer is making the wrong choice.

Data pipelines and scheduled jobs — orchestrated extraction, transformation, and aggregation. Idempotent, observable, alerting on drift. We don't currently run Airflow/Dagster/Prefect; if you make a case for one, make the case — but the bar is "this earns its complexity."

Statistical and mathematical work — weighted scoring models, time-series decomposition, cohort analysis, correlation analysis between datasets, outlier detection, segmentation algorithms. You're not just moving data around — you're computing signal from it.

Geospatial analytics — Shapely, GeoPandas, spatial joins, geocoding, distance and density calculations, MySQL spatial functions where they fit. You don't have to be a GIS specialist, but you have to be comfortable with spatial operations and able to design them so the deck.gl frontend renders fast.

Defining metrics rigorously — when a stakeholder says "calculate X," you push back on the ambiguous parts before you write code. You document the formula, the edge cases, and the assumptions in the same commit as the implementation.

Performance — large datasets, real-time constraints, query optimization, caching strategies, materialized aggregates. You know when to drop pandas for Polars, when to push computation into MySQL, and when to precompute and cache.

Testing — unit tests on the math, integration tests on the queries, sanity checks on the production data. You don't ship a calculation without tests, and you do not ship a calculation that hardcodes a number "for now."

You must be able to prove:

Active daily use of Cursor AI and Claude Code. A 2–3 minute Loom video showing your real workflow on an actual data engineering or analytics task is required with your application. We want to see you debug a query, profile a function, or design a calculation in real time.

Senior-level Python — pandas, NumPy, Polars, SciPy, statsmodels or scikit-learn, SQLAlchemy / PyMySQL / aiomysql, Pydantic, FastAPI. Show us a production codebase you've contributed to, ideally one that's deployed.

Mastery of MySQL / MariaDB specifically — not "I know SQL, Postgres is similar." We need to see complex MySQL queries you've written: window functions, CTEs, JSON extraction, query plans you've optimized. If your only SQL experience is Postgres, tell us how you'll bridge that gap.

Real production data engineering — pipelines you've built and operated, not prototypes. Tell us the volume, the cadence, and what broke.

Statistical literacy — explain in your own words how you'd handle a non-stationary time series, correct for selection bias in a cohort analysis, validate a forecast with walk-forward backtesting, or test whether two datasets are meaningfully correlated. We will ask follow-up questions in the interview.

Geospatial experience — at minimum, you've done spatial joins in GeoPandas or with MySQL spatial types in production. Bonus if you've fed a deck.gl frontend before. If you're missing this, you need to demonstrate fluency with the rest of the stack so deeply that we trust you'll ramp.

Fluency working in Docker — building images, reading compose files, debugging "it works on my host but not in the container" problems, knowing that a NEXT_PUBLIC_* value is baked at build time and not a runtime variable.

Strong opinions about code quality — type hints, tests, linting, structured logging, observability. We don't ship undocumented black boxes.

Bonus, not required:

Laravel / PHP literacy — enough to read the ingestion side and propose schema changes intelligently

Time-series specific tooling (Prophet, statsforecast) experience with walk-forward backtesting (not just model.fit / model.predict)

Bayesian or causal inference exposure

dbt-mysql or sqlmesh for analytical transformations

deck.gl / MapLibre familiarity on the consuming side

Experience operating FastAPI services at scale — auth, rate limiting, response caching, async DB drivers

Vector databases or similarity search work

Redis caching patterns beyond simple key-value (sorted sets, streams, expiration strategies)

The mindset we're hiring for:

You think about correctness before performance, but you think about both. You read tickets and immediately spot the underspecified parts. You don't write code until you understand what's being asked and what the edge cases are. When the data doesn't match the spec, you investigate the data, not just the code. You document your math. You write down assumptions. You file a question if a metric definition is fuzzy rather than guess and ship.

You also ship. You don't get stuck in analysis paralysis. You can decide between three reasonable approaches and pick one, defend it, and move on.

You report progress proactively. We don't ask for status — you give it.

You raise data quality issues before they become production bugs.

You push back when a request doesn't make analytical sense, and you propose the right alternative.

You communicate in writing well. Calculations and analytical work especially require precise written explanation.
