Project Description I am a Virginia-based civil engineer seeking a reliable, experienced Civil 3D CAD technician to assist with ongoing land development, residential site plan, waterfront, and permitting projects. The primary responsibility will be processing field survey data and preparing accurate, well-organized Civil 3D base drawings that are ready for engineering design. This is not an entry-level drafting position. I need someone who understands survey information, Civil 3D surfaces, point data, existing-condition plans, and professional CAD standards. This may begin as a trial project, with the potential for consistent weekly work for the right person. We're building a platform that produces development-feasibility assessments for Australian residential properties - address in, planning constraints computed, assessment report out.
We're scoping the engagement now. The core of it, and the part where we most need real expertise, is computing development constraints from parcel geometry and rendering them onto maps clear enough for someone to make a decision from. How far beyond that core the role extends is something we'd rather work out with the right person than fix in advance. The inputs are a cadastral parcel polygon, its attributes, and aerial imagery. From those, compute the buildable envelope after applying setbacks that vary by boundary type, then render it as a correctly georeferenced map suitable for a report. The challenge is variance rather than volume. Every parcel shape in the jurisdiction runs through the same code path unattended: corner blocks with two frontages, battle-axe blocks whose access handle isn't a frontage at all, irregular non-convex subdivisions, parcels with existing structures in awkward positions, and source geometry carrying the usual real-world slivers and invalid rings. A pipeline that's right on most parcels and confidently wrong on the rest is worse than one that flags the hard cases - because nobody double-checks the ones it got quietly wrong. You wouldn't be starting from a blank page. We have a live-tested approach to retrieving the underlying government spatial data, documented down to endpoints, parameters and a worked real-property example. That becomes your starting specification, along with sample property data to develop and validate against. THE CORE WORK - Constraint geometry: buildable envelope computation from parcel polygons, with setbacks applied per boundary type rather than as a uniform offset - Boundary classification - determining frontage, rear and side edges from geometry and supporting data - Coordinate reference system handling between source data, computation and web imagery - Robust behaviour on degenerate and invalid input geometry - Map composition and rendering: extent, scale and legibility at page size, with overlays correctly georeferenced onto retrieved imagery - A validation approach that demonstrates the output is right, not just that the code runs STACK (suggested) - Python, with Shapely - PostgreSQL + PostGIS - ArcGIS REST export, or a headless-browser rendering approach (Leaflet/MapLibre + Puppeteer) - open to either WHAT WE'RE LOOKING FOR A software engineer with deep geospatial expertise - someone who writes maintainable, tested code that runs unattended and produces output you'd stake your name on. Essential - Computational geometry on real spatial data - Shapely, GEOS, PostGIS or equivalent - Projections and coordinate reference systems, with an instinct for where they go wrong - Server-side map rendering, and the cartographic judgement to make output legible - Python, or a well-argued alternative - Clear written communication - you'll work directly with the technical lead, and documenting your reasoning is part of the deliverable Valuable - Messy real-world cadastral or parcel data, in any jurisdiction - Australian property, planning or proptech context - Sound judgement about uncertainty - several outcomes here are genuinely ambiguous, and surfacing that for human review beats emitting a confident-looking answer over shaky data Also of interest - mention it if any of this applies to you - Hands-on experience with commercial property-data or planning-assessment platforms, as a user or integrator rather than only as a developer, including a view on where their output is and isn't trustworthy - Building and deploying complete web applications end to end - API, database, deployment - if broader scope is something you'd want - Driving GIS tooling programmatically (PyQGIS, GDAL/OGR or similar) rather than only through a desktop interface Australian planning knowledge isn't required, that expertise sits on our side. HOW THE ENGAGEMENT WORKS Paid trial first. A representative slice of the real work: given a parcel polygon, attributes and imagery we provide, compute a setback envelope and render it to a single-page PDF. Up to 5 hours, paid at your own quoted rate - not a flat bounty, so it scales fairly wherever your rate sits. We are developing SmartView, an AI/GIS platform for public-space and municipal asset observations.
We already have a SaaS interface, a GIS specialist and existing SmartView data. For this first phase, we are not looking for a large autonomous decision-support system. We want a practical AI chatbot that can answer questions about the data already available in SmartView. The goal is simple: When a user asks a question about a location, detection, asset or dataset, the chatbot should retrieve the relevant available context, answer clearly, cite the source data and state what information is missing. This is not a generic customer-service chatbot, but it is also not a complex autonomous decision-making system. Scope of phase 1 You will build a working chatbot prototype that can: - connect to SmartView sample data through APIs, database queries or structured files; - retrieve context for a selected location, asset, detection or observation; - answer questions using only available data; - cite the source records or documents used in the answer; - distinguish between known facts, assumptions and missing information; - avoid unsupported conclusions; - return a simple structured response with answer, sources, confidence and missing information; - expose the chatbot through an API so it can later be integrated into our existing SaaS/GIS platform. Important boundaries The chatbot should not: - invent standards, measurements, causes or conclusions; - create automatic work orders; - make final operational decisions; - recommend measures unless the available source data clearly supports them; - interpret raw LiDAR, thermal or camera data directly unless structured outputs are already available; - replace human review; - overcomplicate the first version with unnecessary architecture, frameworks or multi-agent systems. How we want to work We are looking for someone who can move fast, think clearly and deliver working software without turning a focused first phase into a large consulting project. We are not looking for hour-chasers or people who try to create as many billable hours as possible. We value speed, ownership, clear communication and practical delivery. The first phase should be small, focused and testable. If the collaboration works well, we are looking for a long-term AI engineering partner who can continue improving the SmartView chatbot and later help expand it into more advanced features. We are expanding our network of collaborating specialists to support specific technical assignments, under hourly contracts through Upwork. IMPORTANT: THIS IS AN OFFICE (DESK) ROLE, NOT FIELDWORK This work is 100% post-processing and deliverable production. Field data capture is performed by our team in Chile. You receive the raw data — point clouds, drone imagery, GNSS observations, field notebooks, bathymetry — and produce the processed result. No travel to site or on-site availability is required. HOW WE WORK (read before applying) - The contract is hourly within Upwork, with time logged through the platform's Time Tracker. We do not work outside Upwork. - Before each assignment we agree in writing on: scope, deliverable, input data, reference system, required accuracy and an estimated cap of hours. Build the intelligence and conversational decision-support layer of SmartView
We are developing SmartView: a vehicle-mounted urban intelligence system that transforms observations from public space into structured detections, risk assessments, recommended measures and verifiable actions. SmartView collects and combines street-level information from cameras, LiDAR, thermal imaging, GNSS and environmental sensors. Detected issues and observations are displayed geographically within our existing GIS-based platform. We are looking for a highly experienced, hands-on Lead Applied AI Engineer to design and develop the next major component of SmartView: a context-aware AI copilot that helps government and infrastructure professionals understand observations, investigate possible causes, compare interventions and arrive at a well-supported decision through conversation. This is not a standard chatbot, prompt-engineering or basic document-RAG assignment. The AI must interact with geospatial data, detection results, images, historical observations, external systems, technical standards and structured workflows. The intended user experience A user opens the SmartView map and selects a road segment, asset, detection or risk location. The AI automatically retrieves the relevant context for that location, which may include: * current detections and sensor measurements; * images and references to LiDAR or thermal observations; * previous SmartView passes at the same location; * changes and recurring patterns over time; * nearby observations and related risk indicators; * road-user behaviour and near-miss information; * asset condition and maintenance history; * applicable standards, inspection criteria and policies; * planned projects and multi-year maintenance programmes; * previously implemented measures and their measured effects. The user can then discuss the location with the AI. The AI must explain what has been observed, identify missing information, ask targeted clarification questions and distinguish between observations, assumptions and conclusions. It should propose several possible measures, explain their expected effects and trade-offs, respond to user preferences and warn when one intervention could create a new problem elsewhere. The conversation should eventually result in a structured and traceable recommendation that can be reviewed, approved and transferred to the responsible department, contractor or asset-management system. Example interaction A user selects an intersection with recurring hard-braking events and asks: Why is this location receiving a high-risk score? The AI retrieves the available evidence and explains that the score is associated with repeated braking events, restricted visibility, faded markings and frequent conflicts with delivery riders. The user then asks: Would relocating the crossing solve the problem? The AI should not immediately confirm this. It should analyse available information, identify uncertainties and potentially ask questions such as: * Is the current crossing connected to an important pedestrian route? * Are there planned works at this location? * Would relocation reduce visibility around the adjacent turn? * Is signal phasing data available? * Should the location be observed at a different time before making a decision? The AI then compares multiple interventions and produces a reasoned recommendation supported by the available evidence. Scope of work The selected specialist will be responsible for designing and implementing the AI architecture between processed SmartView data and the end-user decision-support experience. The assignment includes: 1. Architecture and context model * Analyse the current SmartView platform, data structure and intended workflows. * Design the end-to-end architecture for the AI intelligence layer. * Define how location, time, detection, asset, evidence, risk and intervention context should be represented. * Determine which information should use relational databases, PostGIS, vector search, knowledge graphs or other storage methods. * Design the separation between deterministic rules, retrieval, model reasoning and human validation. 2. Context retrieval and Agentic RAG * Build a retrieval layer that automatically assembles the correct context for a selected GIS location or detection. * Connect structured data, documents, standards, historical observations and external APIs. * Support spatial, semantic and time-based retrieval. * Ensure the AI can distinguish current information from historical or potentially outdated information. * Return source references and traceable evidence for important claims. 3. Conversational AI copilot * Develop a multi-turn conversational agent capable of maintaining location-specific context. * Implement tool/function calling for databases, GIS services, risk models and external systems. * Enable the agent to ask relevant clarification questions instead of making unsupported assumptions. * Allow the user to add operational knowledge and correct incomplete interpretations. * Maintain conversation state without contaminating unrelated locations or cases. * Support multimodal evidence, including images and structured sensor outputs. 4. Risk and measure reasoning * Connect detections and contextual factors to an explainable risk assessment. * Develop a controlled method for generating potential interventions. * Compare alternative measures and their consequences. * Present confidence, limitations, missing evidence and recommended follow-up observations. * Prevent the LLM from inventing standards, measurements or causal relationships. * Keep final decisions subject to human review and approval. The measure recommendation process should combine: * approved rules and technical standards; * retrieved project and asset information; * detection evidence and risk indicators; * comparable historical situations; * configurable decision logic; * LLM-supported analysis and explanation. 5. Structured outputs and workflow integration The AI must convert an agreed outcome into a structured action record containing, where applicable: * location and affected asset; * observed problem; * supporting evidence; * possible contributing factors; * risk level and priority; * selected or proposed measure; * responsible department or external party; * required follow-up inspection; * validation status; * proposed verification method; * links to all relevant source data. The output must be available through an API for integration into our GIS dashboard, asset-management systems and maintenance workflows. 6. Evaluation, safety and observability * Develop an evaluation framework for factual accuracy, retrieval quality and recommendation quality. * Create test scenarios for common, ambiguous and high-risk cases. * Implement logging, traceability, user feedback and audit trails. * Add guardrails for unsupported conclusions and insufficient evidence. * Monitor token usage, response time, errors and model performance. * Document how the system can be tested and improved over time. 7. Deployment and handover * Deliver production-quality, documented and maintainable code. * Containerise relevant services and support cloud deployment. * Provide API and architecture documentation. * Create technical setup and deployment instructions. * Conduct a structured handover to our existing development team. * Explain the ongoing costs, dependencies and scaling implications of the proposed architecture. Existing environment SmartView already has an existing software platform with a GIS map. The computer-vision and detection pipeline is being developed separately. This role focuses primarily on the intelligence, context, conversation and decision-support layer, but the specialist must be capable of integrating multimodal detection outputs and geospatial data. Our final technical stack is not fully fixed. We are open to a well-supported proposal. We are more interested in a robust and maintainable architecture than in the use of any specific framework.
