There are 263 cases located outside an incorporated place. The dataset is final and validated; no geocoding or address correction is involved.
The work 1) This contract covers calculating the straight-line distance to the nearest incorporated boundary for all cases (263) located outside an incorporated place, strictly utilizing the TIGER/Line source. 2) Where a point falls outside an incorporated place, return the name of the nearest one and the distance to its boundary in U.S. survey feet, computed in an appropriate projected Coordinated Reference System (CRS). 3) Populate QA flag and note columns on every in-scope row, flagging at minimum: points falling in no polygon and points within 50 feet of a boundary. 4) Ten rows carry hand-placed coordinates rather than interpolated ones. Those are identified in the file and require rounded distances and a precision flag — the output must not claim precision the input doesn't support. GIS Constraint Boundary distances MUST be calculated using the exact same geodatabase and vintage (tlgdb_2020_a_us_substategeo.gdb). Do not use state-level shapefiles (tl_2020_SS_place.zip) or cartographic boundary files (cb_2020_us_place_500k.zip), as geometry discrepancies will create internal data inconsistency. What you get A single CSV, 522 rows, with a codebook defining every column and its allowed values, plus a detailed scope of work. Deliverables -Completed CSV, original row order, supplied columns untouched -QA summary with counts by flag -One-page methodology note in plain language: shapefile vintage and download date, CRS and why, and any judgment call you made. It must be written so a non-programmer can reproduce your numbers. This is a critical part of the value of the contract. -Commented, runnable script. This will be re-run on additional records next year, so assume it has to work without you. Requirements -Do not reorder rows; the ID column is the primary key -Preserve leading zeros on FIPS codes; store as text -Blank means blank — no "N/A", "NULL", or 0 in an empty cell -UTF-8, no smart quotes or non-breaking spaces Structure Milestone: Submit trial output for the first 25 in-scope rows and CRS justification prior to full dataset execution. We own approximately 127 undeveloped parcels totaling approximately 190 acres in rural Central Florida. The holdings include one large connected group and several smaller clusters, with potential relationships to existing rural roads and possible internal access corridors.
A GIS consultant has completed parcel mapping, ownership research, preliminary access-corridor analysis, cluster mapping, KMZ files and an editable ArcGIS Pro project. We now need an experienced land planner or civil site designer to convert that factual GIS work into a conceptual parcel-assemblage, access and phased-development plan. The objective is to create a clear graphical plan showing how adjoining parcels might be assembled into potentially buildable residential properties and how access might proceed through an initial road-connected assemblage into successive assemblages—a “hopscotch” development strategy. This is a conceptual land-planning assignment. It is not a boundary survey, engineered construction plan, proposed plat, environmental determination, title opinion, legal-access opinion or representation that any proposed parcel is presently buildable. Initial pilot area The initial assignment will cover the principal connected cluster, consisting of approximately 109 parcels totaling approximately 138 acres. The area includes: - One or more apparent potential gateway parcels near an existing rural road - Possible alternative connections to other surrounding roads - Mixed agricultural and resource-oriented zoning classifications - Numerous adjoining parcels of approximately 1.25 acres each - Floodplain, wetland and access considerations Detailed location, parcel and ownership information will be provided privately to shortlisted candidates after their qualifications and relevant work samples have been reviewed. Planning objectives The consultant should develop a physical target plan that: 1. Identifies a first potentially buildable gateway assemblage adjoining or connecting to an existing road. 2. Preserves a practical access-and-utility corridor through that assemblage to the remaining holdings. 3. Identifies successive assemblages that might be served through preceding assemblages. 4. Calculates gross acreage and, where possible, acreage by zoning classification. 5. Shows a conceptual residential or building envelope within each assemblage. 6. Identifies the physical, ownership, zoning, environmental and access issues preventing each assemblage from presently being considered buildable. 7. Classifies the work or approval potentially required to advance each assemblage. 8. Recommends a logical sequence for creating and improving the assemblages. The plan should avoid creating a first homesite that blocks or unnecessarily complicates access to later phases. Required alternatives Please prepare three meaningfully different planning scenarios: Alternative 1 — Current-code conservative plan Create assemblages that appear to satisfy current minimum lot-area and width requirements based on the available GIS and zoning information. The analysis should account for mixed zoning and should not rely solely on gross parcel acreage. Alternative 2 — Strategic relief plan Identify physically logical smaller assemblages where historical lot status, nonconforming-lot treatment, variance relief or another administrative process may warrant investigation. The consultant is not being asked to provide a legal opinion, but should identify where potential relief could materially improve the physical plan. Alternative 3 — Coordinated master-plan concept Show how the connected holdings might function as a conservation subdivision, cluster subdivision, planned development or another coordinated rural residential plan. This alternative should consider concentrating potential homesites on the most suitable land, preserving environmentally constrained areas and establishing a rational internal access system. No increase in legally permitted density should be assumed. The purpose is to illustrate potential physical arrangements for later review by governmental, legal, surveying, environmental and engineering professionals. Google Earth-compatible KML or KMZ files. 9. High-resolution, print-ready PDF maps. 10. One video conference to present the alternatives and receive comments. 11. One revised final plan incorporating consolidated client comments. The solution must address practical issues including coordinate normalization, registration, varying point densities, noise, occlusion, classification uncertainty, and differences between acquisition years. The solution will be developed and deployed on Google Cloud Platform (GCP) and should support scalable processing of large LiDAR datasets. The engineer will design cloud-based pipelines for ingesting LAS/LAZ data from Cloud Storage, preprocessing and tiling point clouds, generating DEM/DSM and voxel representations, training and executing AI models using appropriate GCP compute/GPU resources, and storing extracted assets and change-detection results for consumption by downstream SaaS applications and APIs. The implementation should be modular, reproducible, containerized, and capable of scaling from small proof-of-concept datasets to transportation-corridor and DOT-scale datasets. **Expected outcome:** a working GCP-based AI pipeline that accepts **two or more LiDAR datasets of the same geographic location acquired in different years** and produces both transportation asset inventories and measurable changes between epochs. He is not the Corporate Secretary and cannot rely on the Corporate Secretary to make the filing for him. We need a Philippines-based corporate secretarial specialist to prepare, file and prove the SEC record change, working from the resigning director's side.
