WordPress Website Rebuild – Exact Design Replication, Mobile Optimization & Performance Improvement

Project Overview
This is a follow-up project to rebuild and complete our existing WordPress website.

The previous contract did not deliver the expected results, and the website was not accurately replicated according to the original reference design. We are therefore offering the developer another opportunity to rebuild the website properly and deliver a fully functional, responsive, and high-performance result.

The objective is to accurately replicate our existing website’s design, layout, CSS styling, and interactive behavior while improving mobile responsiveness and website loading speed.

This is not a redesign project. The existing website and agreed reference designs must be followed closely. We expect the final result to match the original design as accurately as possible.

The work will be divided into three milestones with clearly defined deliverables and acceptance criteria.

Important: All development and performance testing must be conducted on our provided server environment, not solely on the developer’s server. The final website will operate on our server, so performance must be verified in the actual hosting environment.

Milestone 1: Website Framework Rebuild, Responsive Layout & Performance Testing - 2 weeks

Objective

Rebuild the complete website framework, accurately replicate the existing design, optimize desktop and mobile layouts, and verify website performance on our server before uploading the final website content.

Scope of Work

1. Accurate Design Replication

* Replicate the existing website’s overall design, page layouts, typography, spacing, margins, padding, colors, icons, buttons, and other visual elements.
* Accurately reproduce the existing CSS styling and interactive behaviors.
* Follow the agreed reference website and existing design requirements.
* Ensure that headers, navigation menus, footers, banners, content sections, image layouts, and other components are positioned and styled correctly.
* Avoid unnecessary design changes or deviations from the approved reference.

2. Complete Desktop and Mobile Framework

* Complete the desktop and mobile layouts for all agreed website pages and page templates.
* Ensure the layout is fully responsive across desktop computers, tablets, and mobile devices.
* Correctly implement all spacing, margins, padding, typography, image sizing, alignment, and responsive breakpoints.
* Ensure that all page sections display correctly at different screen sizes.

* Actual website content does not need to be uploaded during this milestone.

5. Website Performance Optimization

* Implement appropriate performance optimization at the framework level, including efficient CSS and JavaScript loading, caching configuration where applicable, and removal of unnecessary code or resources.
* Test the website directly on our provided server environment.
* Investigate server response time, theme and plugin overhead, render-blocking resources, and other factors affecting loading speed where relevant.
* Ensure that the framework performs well before actual website content is uploaded.

Performance Acceptance Criteria

Our target loading times are:

* Simple pages: Ideally within 1 second.
* More complex pages: Within 1–2 seconds.
* Most complex page templates: Must not exceed 2 seconds under the agreed testing conditions.

Performance will be assessed on our server using consistent testing conditions and an agreed measurement method. Both initial server response time and overall page loading performance should be considered.

Because actual content and final images will be uploaded during Milestone 2, this milestone is intended to establish and verify the performance of the underlying framework. Final performance must be reassessed after content upload.

Milestone 1 Deliverables

* Website loading time tested on our provided server: simple pages must load within 1 second, and complex pages must load within 2 seconds maximum, under the agreed testing conditions. No page should exceed the 2-second maximum.
* Framework-level performance optimization, including CSS and JavaScript optimization, efficient resource loading, and appropriate caching configuration.
* All identified framework-level layout, functionality, and performance issues fixed before proceeding to Milestone 2.

Acceptance Criteria: Milestone 1 will be considered complete only when the agreed desktop and mobile layouts accurately match the reference design, all CSS details and interactive behaviors are implemented correctly, the framework passes cross-browser testing, and the agreed loading-time targets are verified on our server within the two-week deadline.

* Optimize image dimensions, file sizes, and formats where appropriate.
* Implement responsive images and appropriate image loading strategies.

* Ensure that image quality remains appropriate for the website’s architectural and design-focused presentation.

3. Content-Level Performance Optimization

* Optimize content-heavy pages, particularly Project Details and News Details pages.
