Preliminary Civil Engineering Design — Solar Facility Equipment Pad

Stay Ready NOLA Inc. is developing a utility-scale solar generating facility at 12221 Old Gentilly Road, New Orleans, Louisiana. We need civil design drawings for Phase 1 construction of a permanent, load-bearing equipment pad that will support oil-filled power transformers, MV switchgear enclosures, protection relay cabinets, and a control shelter for the solar facility.

The scope is limited to site clearing and grubbing, topsoil stripping, subgrade establishment, and placement and compaction of the initial structural fill lift — minimum 12 inches of engineered granular fill (crushed limestone or approved equivalent) placed and compacted within the staked pad boundary, plus rough-grading of the access road. No concrete. Full pad build-out to BFE + 3.0 ft is Phase 2 work, after geotechnical findings are in hand.

This Phase 1 scope accomplishes two objectives:

1. Establishing "physical work of a significant nature" under IRS Notice 2013-29 (Physical Work Test) prior to the statutory beginning-of-construction deadline.

2. Providing an accessible, stable working platform for the subsurface geotechnical investigation — Standard Penetration Test (SPT) borings and associated laboratory testing (soil classification, consolidation, and shear strength) — from which the project's licensed Louisiana PE will develop the Phase 2 stamped design covering structural fill sequencing, subgrade improvement requirements (if indicated), compaction specifications, and equipment foundation design.
