Because we do not have properly SEO'd content or photos yet for the majority of these products, we want to implement a noindex tag on all of the new URLs, so Google won't index them until we're ready. We are attempting to achieve this by using GTM, which is already set up on the website. The list of URLs is here: https://southerndefense.com/content/noindexurls.txt

When we are setting it up in GTM, it is telling us the tag is firing, but the noindex tag itself is not showing up on the target URLs. I imagine this is a simple fix for anyone who knows GTM and tag priorities etc.
