I am looking for a highly experienced Web GIS Developer to build an open-source, browser-based Property Tax Mapping Tool for municipal use. The system will integrate an existing PostgreSQL/PostGIS database with a GeoServer map service and a modern web map interface (Leaflet or similar).

The tool will allow municipal staff to view buildings and community boundaries, click on features to view property details, and enter or update property tax information stored directly in PostGIS.

This is an end-to-end project: system setup, development, testing, deployment, and documentation.

Key Features Required
1. Map & Data Integration

Connect to existing PostGIS database (building footprints, communities, district boundary).

Publish layers using GeoServer (WMS / WFS / GeoJSON).

Apply simple, readable map styling (SLD).

2. Web Application (Frontend)

Interactive map built with Leaflet/OpenLayers.

Click buildings to display attributes in a sidebar.

Search for buildings (ID, name, or available fields).

Form interface to input/update property tax data (tax year, assessed value, tax rate, payment status, payer name, etc.).

3. Backend API

Build a lightweight REST API (Flask, FastAPI, or Node.js/Express).

Create/update tax records in PostGIS.

Implement secure authentication for municipal staff.

4. Deployment & Documentation

Deploy complete application on Linux server or cloud VM.

I’m looking for a highly skilled Data Visualization Motion Designer who can turn complex datasets into cinematic, narrative-driven animated videos. This is not a standard After Effects editor role — I need someone who lives at the intersection of data visualization, geography, animation, and code.

You should be able to create visuals similar to NYT Graphics, Vox, FT Visuals, or SCMP’s Infographics Team — blending clear data storytelling with polished motion design.

If you can animate global maps using GeoLayers 3, transform CSV/JSON datasets into dynamic charts, or even export D3.js-style visualizations into video, you're exactly who I’m looking for.

What You’ll Work On

Animated maps (e.g., zooms, paths, annotations, data overlays) using GeoLayers 3 inside After Effects

Data-driven motion graphics using AE expressions, JSON/CSV imports, and chart animation techniques

Custom data visualizations (line charts, bar races, scatterplots, geographic overlays) that unfold as part of a story

Transforming interactive visualizations into video, ideally using D3.js, Three.js, or Canvas exported through frame-based workflows (Puppeteer, headless Chrome, FFmpeg, SVG sequences, etc.)

Narrative visual storytelling: using data to reveal insights, not just animate shapes

Map styling, geospatial accuracy, and working with GIS assets (GeoJSON, Shapefiles, coordinate systems)

Required Technical Skills

You do NOT need mastery of every item below — but you should be fluent in most.

Motion Graphics & Video

Expert in Adobe After Effects

Strong in shape animation, graph animation, transitions, easing, and compositing

Experience with data-driven animation (linking JSON/CSV to AE through Expressions)

Comfortable using Illustrator assets, prepping vector files, and designing clean UI visuals

Map Animation & Geospatial

Proficiency with GeoLayers 3 (required)

Ability to animate maps: panning, zooming, tilting, highlighting features

Experience importing or preparing data (GeoJSON, latitude/longitude CSVs, etc.)

Familiarity with QGIS or other GIS tools is a major plus (cleaning / simplifying geometry, projections, shapefile handling)

Data Visualization / Coding Mindset

Understanding of SVG vs Canvas for high-resolution export

Experience exporting web-based visualizations to video (e.g., Puppeteer → PNG sequence → FFmpeg) is a huge plus

Ability to work with structured data (CSV, JSON) and understand basic analysis

Bushfire Performance Designer (BPAD-Equivalent) – APZ & BAL Strategy for 25-Acre Rural Innovation Precinct in Glenorie NSW

The Vision – Help Build a Bushfire-Resilient Agri-Innovation Hub

We’re transforming 25 acres at 106 Cattai Ridge Rd, Glenorie (RU2 Rural Landscape zoning, The Hills Shire Council) into Australia’s premier agri-innovation and agritourism destination:

- Gluten-free milling, robot-driven factories, vertical farms, aquaculture, orchards, permaculture
- Farm-stay cabins, farm-to-table restaurant, STEM education centre, public eco-trails
- 100 % off-grid capable with full bushfire resilience (PBP 2019 compliant)

We are pre-Concept DA (target Q1 2026) and need a sharp bushfire consultant who can turn our existing BPAD report, fresh high-resolution drone data, and survey layers into a robust, council-ready performance solution.

The Challenge – We Need a Defensible Bushfire Strategy
Our 2022 BPAD assessment is preliminary. We now have accurate drone imagery and survey data, so we need someone to:

- Update APZ layouts and BAL ratings for the proposed building envelopes
- Design performance solutions that satisfy The Hills Shire and NSW RFS
- Minimise excessive clearing while keeping the site safe, natural, and visually appealing

Initial Scope – 15–25 hours to start (longer term relationship very likely)

- Review our existing BPAD report, processed drone layers, and survey .dwg
- Prepare updated APZ maps, BAL contours, and access/egress plans
- Draft a concise “Bushfire Performance Solution” report (10–15 pages) suitable for pre-lodgement meetings and Concept DA
- Recommend landscaping and vegetation treatments that meet PBP 2019 Table 7 while preserving rural character
- Visit the property or join 1–2 short Zoom calls to explain the strategy and answer questions

The right person will become our ongoing bushfire partner for all future stages.

I have a weather visualization app built with Tauri v2. Currently, the web frontend (JS/SolidJS) handles fetching binary weather data, grid projections (Lambert, Polar Stereographic, etc.), and rendering via WebGL.

The Goal:
I am migrating the rendering pipeline to Native iOS (Mapbox + Metal) to achieve 60fps performance. I need to move the data processing and geometry generation out of JavaScript and into Rust, and render it using Swift/Metal.

Current Status (What is already done):

The environment is ready: The Tauri v2 project is set up and compiling.
The Map is ready: I have the MapboxMaps SDK installed and running natively in Swift.
The Bridge is ready: I have a working WeatherMapPlugin (Rust) and MapboxBridge (Swift) that successfully communicate.
The Reference is ready: I have the full, working JS/WebGL source code (GridRenderLayer.ts) that needs to be ported.
The Problem:
Passing processed grid data from JS to the Native layer is too slow. The data fetching, decompression, and math must happen in Rust, passing pointers to Swift for rendering.

The Scope of Work:

Port Logic from JS to Rust:
Rewrite the logic from my GridRenderLayer.ts into Rust.
Port coordinate transformations (currently using proj4 in JS) and manual grid generation logic (vertices/indices calculation).
Implement binary fetching and zstd decompression in Rust.
Rust-to-Swift Zero-Copy:
Implement an optimized mechanism (FFI/Pointers) to pass the generated Vertex Buffers and Texture Arrays from Rust to Swift without serialization overhead.
Native Rendering (Swift + Metal):
Implement a CustomLayerHost in the Mapbox iOS SDK.
Port my existing GLSL Fragment/Vertex shaders to MSL (Metal Shading Language).
Render the data provided by the Rust backend.
Required Skills:

Rust: Deep experience with FFI, binary data manipulation, and math libraries (nalgebra or proj crates).
Swift: Experience with Mapbox Maps SDK v10/v11 and Metal (MTLDevice, render pipelines).
GIS/Math: Ability to read JavaScript projection math (Linear Algebra/Trigonometry) and rewrite it accurately in Rust.
